fix(ci): give the long simulations time to run

Two tests skate the lake for an hour and for forty-five minutes of
simulated time. They take a second or two here and took over the five
seconds a test is allowed on GitLab's runner, which is slower. The
allowance is now two minutes.

Usage: 854 in / 737.2K out / 91.2M cached (session tally)
rtk:   1.7M saved, 25.3% over 2674 cmds (global/lifetime)
